Staff of the Department of Sustainable Development and Environment will be on the streets during Carnival, from 8am to 10pm, to inspect volume of sounds and require sound licenses from establishments and events. During the pre-Carnival period, inspectors will work according to the schedule. There will be 16 professionals, 9 of them inspectors.

If the responsible for the event or establishment does not present the sound license, there might be prosecution. The penalty is by at least R$ 200.00. The value is stablished according to article 14 from Law Nr 18,211/2016, which defines violations and punishments relative to the activities harmful to the environment.

Inspectors will use portable sound level meters. Sound limits are stablished by the Code of Environment and Ecological Balance of the City of Recife (Law Nr 16,243/96). The maximum allowed is 70 decibels from 6am to 6pm and 60 decibels from 6pm to 6am. The code tolerates that, during municipal parties, it can increase by 15%. This way, values used by inspectors during Carnival will be 80.5 decibels from 6am to 6pm and 69 decibels from 6pm to 6am.

Sound License – Producers of events must require the license to the Department of Sustainable Development and Environment, at 65 Fernando César Street, Encruzilhada. This license is given in a partnership with the Department of Mobility and Urban Control, so it is also necessary to require a license for soil use and occupation. A simplified descriptive memorial.

The sound license for establishments is done only at the Department of Sustainable Development and Environment. In this case, it is necessary to present a descriptive memorial for the acoustic project.
